The Atlantic Ocean, Sep. 15, 1999 — Hundreds of crew members of USS Theodore Roosevelt (CVN-71), in dress white uniforms, spell out a reference to the quote of former President Theodore Roosevelt: “Speak softly and carry a big stick.” The aircraft carrier was transiting the Atlantic Ocean on her way home to Norfolk, Va., after a six-month deployment in the Adriatic Sea and Arabian Gulf.
