rules and rulemakers in private communities

Sun City Hilton Head in SC is a private community. the 7,500 homes are divided into "neighborhood communities" of about 100 rooftops each. one of our neighbors lived at the confluence of 3 neighborhood communities. A woman complained about the holiday scenes that he projected onto the side of his house (that could be viewed from the street). She complained to the SCHH community association that was run by the builder, Pulte Homes. The SCHH community association said that our neighbor had to stop. 

our neighbor surveyed all 3 of the adjacent neighborhood communities. Not one person said that they objected to his display. in fact, most said that they liked his display. nonetheless, he had to remove it. it turns out that the woman who complained lived in another part of the development far from our neighborhood. when our neighbor asked the SCHH community association why other residents were allowed to display the images but he wasn't, he was told "because she complained". 

so much for rules and genius rule-makers.
